Tom Russo is an energy and environmental expert with over 30 years experience at the Federal Energy Regulatory Commission (FERC). He brings extensive experience to Vickerman & Associates Ports and Harbor clients in planning and siting Liquefied Natural Gas (LNG) Import and Export Terminals, natural gas and crude oil pipelines, liquid petroleum gas (LPG) projects and crude-by-rail terminals. He also has in-depth knowledge of the safety, security and environmental impacts of such projects and electric power generating facilities.
Tom Russo is also recognized Impact Assessment Thought Leader and authored the Energy Chapter of the Environmental Assessment Handbook. He specializes in identifying opportunities to minimize project impacts on the environment and local communities and how natural gas and crude oil markets affect energy infrastructure project investments. Tom is very familiar with FERC's Pre-filing process used to review and approve interstate natural gas pipelines and LNG Terminals pursuant to the National Environmental Policy Act (NEPA). Tom's expertise also includes knowledge of FERC, U.S. Coast Guard, and Pipeline & Hazardous Materials Safety Administration safety and security requirements governing LNG terminals as well as pricing of LNG on global markets.
Tom is well respected throughout the energy industry and environmental community and by his former peers at FERC as someone who is thoughtful, creative, results-oriented and fair. He currently provides services through Russo on Energy LLC to energy companies, industry and investors and government.
